Adding up the published state polls, Poder360 records him leading in 12 states and FlĂĄvio in 7. With 68 days to the first round, Tuesday brought no national polling and brought state-level polling in three states, which changes the question the panel can answer. Genial/Quaest released rounds in Minas Gerais and Pernambuco (fieldwork Jul 22 to 26), and Real Time Big Data released Rio de Janeiro (fieldwork Jul 23 to 27). None of them enters the panel's national set, by scope rule, and all three say the same thing about the country: the race is geographically split. In Pernambuco, Lula has 55% against 21% for FlĂĄvio in the first round (n=900, 3pp margin, TSE filing BR-03810/2026). In Minas, it is a statistical tie in both rounds: 30% to 29% in the first, 38% to 35% against FlĂĄvio in the runoff, and Zema numerically ahead of Lula by 39% to 37% (n=1,482, 3pp margin, BR-09333/2026). In Rio, FlĂĄvio leads by 46% to 42% in the runoff (n=2,000, BR-06074/2026).

The week's most direct cross-reading did not come from a poll, it came from a sentence, and it is not from today. Felipe Nunes, director of Quaest, said at Expert XP on Jul 24 that Lula's probability of re-election went from around 38% to close to 60%, in a model that ties government approval to re-election probability, with the turn starting in May (InfoMoney, Jul 25). Polymarket is at 63.50%. It is the first time in this panel that the two sources estimate the SAME quantity, probability of victory, rather than different quantities: normally the panel compares implied probability with voting intention, which are not the same thing. The panel shows the two numbers side by side and does NOT subtract one from the other, because close to 60% is not an exact value. Recording that is not saying one validates the other: they are two models with different assumptions that landed close, and landing close is not proof of being right.

In the market, Lula returned to 63.50% (vol USD 7.69M), up 1.00pp, and MATCHES the ceiling of the AFOS series, which was marked on Jul 26 at 22:30 UTC. It is not a new high, it is the same high touched again. The gap over FlĂĄvio went to +39.65pp, below the widest gap in the series, which is +39.80pp, from those same early hours of Jul 26. FlĂĄvio held at 23.85% (vol USD 7.69M) for a second session. The one moving the other way was Renan Santos, down 0.80pp to 8.75% (vol USD 8.58M), losing the 9% handle. And the strongest move of the day was again in third place in the first round: Caiado went from a range of 19.00% to 19.50% up to 26.50%, while Renan fell from 62.00% to 60.50%. Over two sessions, Caiado went from 15.50% to 26.50% in that book. Total accumulated volume in the presidential market at USD 116.26M. The double-reading lock PASSED today, with no divergence at all across the five books it covers, unlike yesterday's two blocked rounds.

FlĂĄvio held at 23.85% (vol USD 7.69M) in the winner contract for a second session, and rose 1.50pp in second place in the first round, to 78.00%. That is the exact inverse of yesterday, when he rose in the winner contract and fell in second place. In state polling, the day was good in Rio, where Real Time has him ahead of Lula by 46% to 42% in the runoff, and bad in Pernambuco, where Quaest measures him at 21% against 55%. The cut Folha de S.Paulo published from the Jul 24 Datafolha poll shows the structural point: among women, Lula has 50% against his 40% in the runoff, and his rejection is the highest in that group. On the judicial front, he failed to appear for testimony at the Federal Police and sent a written defence to the STF in the inquiry into alleged slander against Lula, and Moraes ordered the PGR to weigh in on the cancelled testimony (G1, O Globo, Jul 28). He still has no running mate, with the Aug 5 deadline in view.

Lula rose 1.00pp to 63.50% (vol USD 7.69M) and again touched the ceiling of the AFOS series, marked on Jul 26. The gap over FlĂĄvio went to +39.65pp, still below the widest in the series, +39.80pp. There was no fresh national polling to test that level: the most recent is still BTG/Nexus of Jul 27, with Lula at 42% in the first round and 47% x 43% in the runoff. In the day's state polling he confirmed the Northeast, with 55% in Pernambuco, and looked vulnerable in Minas, where he is in a statistical tie with FlĂĄvio and trails Zema numerically by 39% to 37%. The scale counterpoint comes from Poder360, which compiled the published state polls and records Lula leading in 12 states against 7 for FlĂĄvio. Abroad, the government filed for consultations at the WTO against the US surcharges on Jul 27, and on Tuesday it was reported that Trump will extend the national emergency over Brazil by one year.

Third Way

The chasing pack had another day of internal reallocation, again between Renan and Caiado. In third place in the first round, Caiado jumped from a range of 19.00% to 19.50% up to 26.50% and Renan fell from 62.00% to 60.50%. Over two sessions, Caiado added 11.00pp in that book, from 15.50% to 26.50%. But the winner contract did not follow: Caiado sat at 1.90% (vol USD 5.19M), down 0.05pp, which is a mixed signal and not a clean advance. The day's factual counterpoint came from Poder360: Caiado leads in GoiĂĄs, and GoiĂĄs is the only state where the third way looks competitive, worth 3.2% of the national electorate. National competitiveness measured in a runoff poll and geographic competitiveness concentrated in one state are different things, and the panel records both. Renan fell in ALL THREE books where he appears, which is different from yesterday's mixed signals: 8.75% in the winner contract, 12.15% in second place and 60.50% in third. Zema held at 0.55%, Michelle rose 0.05pp to 0.45% and Haddad stayed at 0.25%.

The fiscal agenda went a second day without fresh news: Senate in recess, priority bills stalled and promulgation of the pauta-bomba still held back by Davi Alcolumbre. The economic axis of the day was external. It was reported that Trump will extend the national emergency over Brazil by one year, with the notice due in the Federal Register on Jul 29, keeping the July 2025 declaration in force. The extension is a requirement of the US National Emergencies Act and, on its own, creates no new sanction and reinstates no tariff, even though it is the legal basis for the surcharges. In parallel, the Lula government filed on Monday for consultations at the WTO against the recent surcharges.

The market moved at the top after two flat sessions: Lula rose 1.00pp and returned to 63.50%, matching the ceiling of the AFOS series marked on Jul 26. What does NOT explain that move matters: no fresh national poll came out on Tuesday. The day's three polls are state-level and do not measure the country. When the price moves with no fresh polling to anchor it, the correct reading is that the market reacted to something else, and the panel cannot say to which, because the same session carried the extension of the US emergency, the WTO filing, three state polls and the echo of an earlier remark by the Quaest director on re-election probability, made on Jul 24. Recording the absence of an anchor is more honest than picking a cause.

The market on the impeachment of an STF justice FELL 0.60pp to 2.80% (vol USD 83 thousand), breaking four days of near-total stillness. The methodological caveat still counts for more than the number: with USD 83 thousand in accumulated volume against USD 116.26M in the presidential market, this book is orders of magnitude smaller and a move in it does not support a narrative. What is on the record is that the price moved DOWN on precisely the day it was reported that Kassio Nunes Marques has for four months been sitting on the writ that decides whether the Banco Master congressional inquiry is installed, and that Fachin rejected, as filed out of time, the request by four senators to remove him from the case. The panel records the coincidence and asserts no cause.

Inflation carried the most striking change of the day in relative terms, and it needs two caveats before the number. The modal band flipped: 4.50% to 4.99% went to 39.25%, against 26.30% yesterday, and took the lead from the 5.00% to 5.49% band, which sat at 38.15%. The 5.50% to 5.99% band stood at 12.20%. In one sentence, the centre of the distribution stepped down one notch and came up against the ceiling of the inflation target, instead of sitting half a point above it. The caveats: the whole book adds up to USD 79 thousand, and the band that rose most has USD 12 thousand in accumulated volume. And, decisively, the inflation market is NOT covered by the double-reading lock, which watches only the five electoral books. That number did not go through the same verification as the others and enters with that warning.

No fresh national approval reading on Tuesday. The most recent is still BTG/Nexus of Jul 27: personal approval 47% against 49% disapproval, with 4% who did not answer, against 47% x 47% on Jul 13. The contrast with Datafolha of Jul 24 still stands, because there it was the reverse, 49% x 48%. Two surveys with a 2pp margin and two statistical ties with the ends swapped describe a narrow band around 48%, not a swing. The additional data point on this theme is indirect, comes from the sector itself and is from last week, not from today: Felipe Nunes, director of Quaest, said at Expert XP on Jul 24 that, in the model tying government approval to re-election probability, Lula's chance went from around 38% to close to 60%, with the turn starting in May (InfoMoney, Jul 25).
